Scotland: On-Call Update

Following a meeting of the Scottish Terms and Conditions Committee (STAC) On-Call sub group on Friday 31 August, a communication has been issued by the STAC secretariat which gives an update on the on-call negotiations.

There is a collective agreement to accept the management’s proposals and work will now focus on implementation, with an agreed date of 1 October 2012.

The key aspects of the new system are:

  • Over the course of an 18 month period staff will realise an availability payment of £18 per on-call session plus payment for work done at their substantive rate;
  • Both management and staff side on the negotiating group agreed that a flat rate payment was fair to all staff;
  • The majority of staff who undertake on-call duties will gain from the new proposals;
  • For the small number of staff who are likely to find that a high level of protection is required, mark-time protection arrangements as outlined in the agreement reached by Malcolm Chisholm for assimilation to Agenda for Change will apply and no member of staff will therefore suffer an actual reduction in earnings.
